Both games have some Interpol, which I really do enjoy, but PDA (found in Rock Band) isn't the band's strongest song. Both games have solid track lists, both with the same amount of songs I'd be excited to play with, but breaking it down, it's a tough call. I want to pay a subscription fee and have access to a massive catalogue. I don't care if you have the best track list ever assembled, by the third run through I'll be sick of it. It reminds me of when I used to carry around an MP3 player that could only hold 8 songs. I'm waiting for the day when we look back on the whole playlist argument as ridiculous. Even most of the pop songs are guitar driven, but of course it won't be possible to make a final decision until I play both to death. If I was to generalize, it seems that the Guitar Hero set list shows its roots by incorporating songs that are technically more fun to play on the guitar. They both have their standouts (Hendrix, Ratt) and in a few instances they both scrape the bottom of the barrel.
